Troy Hall
Chief Executive Officer
Troy Hall serves as Chief Executive Officer of FST Technical Service. With more than 35 years of experience in regulated, safety critical and compliance driven industries, Mr. Hall brings a strong track record of operational excellence, customer centric growth and disciplined execution. Throughout his career, Mr. Hall has led complex, multi-site organizations supporting industries such as semiconductor, healthcare, infrastructure, manufacturing, energy and life sciences. His expertise spans quality assurance systems, regulatory compliance, risk management, accreditation readiness and digital transformation within highly regulated environments.
A core element of Mr. Hall’s leadership has been building and scaling the organization through strategic growth initiatives. Under his leadership, the company has grown by 10.5% through a combination of organic performance improvement and targeted acquisitions. Mr. Hall has led the identification, execution and integration of acquired businesses, enhancing technical capabilities, geographic coverage and service offerings while preserving quality systems, accreditation requirements and compliance rigor.
As CEO, Mr. Hall is focused on advancing FST’s mission of ensuring safety, quality and trust across every customer engagement. They champion a culture of technical excellence, continuous improvement and ethical leadership, while leveraging organic growth and acquisitions to build a scalable, resilient platform that meets evolving regulatory and market demand.
Fun fact: When he’s not at the office, you can find Mr. Hall with his family either in the mountains or on a soccer field.
Bruce Phillips
President
In addition to serving as President, Bruce Phillips is also currently one of the company’s owners. He joined FST in 2002, bringing with him more than 15 years of experience in various senior management positions at Motorola. While there, Mr. Phillips was responsible for a range of duties, including managing toxic gas monitoring teams in North America and China.
Since joining FST, Mr. Phillips has managed customer accounts and all field operations in the U.S., Europe and Asia. His duties include strategic planning and execution, estimating, ensuring company protocol, overseeing construction management and maintaining customer relationships.
Mr. Phillips has completed four years at the Austin JATC Commercial Apprenticeship Training and holds a Texas State Electrical Master’s License.
Fun Fact: Bruce maintains his own personal zoo that includes longhorn cattle, pigs, chickens, llamas, full-size and miniature horses and donkeys, along with a handful of rescue dogs.
Anthony Puckett
Vice President of Regional Operations
Anthony Puckett began his career with FST in 1998 as an Analytical Technician and quickly earned his way up the company ranks. Prior to FST, he attended Arizona State University while also completing three years in the pipe fitter and welder apprenticeship.
In his current position as Executive Vice President of Regional Operations, Mr. Puckett is responsible for all aspects of operations within the company, including account management, strategic planning, business development, contract bidding, technical guidance and employee training programs.
Mr. Puckett has over 30 years of experience spanning a vast array of companies across the globe in the semiconductor, biopharmaceutical and microelectronics industries.
Fun Fact: Mr. Puckett was teammates with Pat Tillman and Jake Plummer at Arizona State University and played 2 years of Arena Football for the Arizona Rattlers under Coach Danny White.
Phil Chavez
Vice President of Global Accounts
Phil Chavez serves as the Vice President of Global Accounts for FST, bringing more than four decades of experience in high-tech manufacturing, factory operations and global construction program leadership. Since joining FST in 2018, Mr. Chavez has been a key member of the Executive Team, helping shape strategic direction, deepen client partnerships and strengthen FST’s global delivery model.
Mr. Chavez spent over 30 years at Intel in senior management roles spanning product planning, scheduling, inventory control and industrial engineering. He later transitioned into factory operations, where he championed operational and maintenance excellence across multiple facilities. Mr. Chavez then moved into construction management, quickly advancing into construction program management, where he led major capital programs worldwide. Throughout his Intel career, he managed some of the company’s largest and most complex global projects, earning a reputation as a highly technical, ethical and results-driven leader.
In addition to his Business Development responsibilities, Mr. Chavez is an invaluable Program Management leader for programs valued in the hundreds of millions of dollars. His expertise includes construction plan development and execution, innovative project delivery strategies incorporating lean methodologies, customer and stakeholder engagement, contract administration, design coordination, construction process oversight, schedule management and staff leadership. Mr. Chavez is known for driving quality, productivity and safety while maintaining rigorous budget discipline to ensure projects meet or exceed their objectives.
Fun Fact: During the brief sabbatical between leaving his previous employer and joining FST, Mr. Chavez hit his first hole‑in‑one, an experience he jokes was proof that his timing couldn’t have been better.
Lorne Hubner
Executive Vice President of Finance
Lorne Hubner joined FST Technical Services in 2017 as the Director of Operations for Israel and Europe and as part of the FST Executive Team. He became Vice President for Israeli and European Operations in 2024 and is now also the Executive Vice President (EVP) of Finance. In addition to the Operations role, Mr. Hubner oversees the company’s financial strategy, planning and performance. With extensive experience in corporate finance, budgeting, forecasting and capital management, Mr. Hubner provides leadership across all financial operations to ensure stability, transparency and long-term growth. He is responsible for guiding financial decision-making, optimizing resource allocation and supporting strategic initiatives across the organization.
Mr. Hubner is an experienced professional with more than 30 years of experience working in complex engineering, procurement and construction (EPC) project environments, especially in the semiconductor, governmental, infrastructure and energy sectors. He has worked in the past for some of the industry’s leading EPC and Project Management/Engineering firms, where he has served as CFO, EVP Business Development and member of the Board of Directors. Mr. Hubner completed his MBA degree at Concordia University in Montreal, Canada in 1988 and moved to Israel in 1994.
Fun Fact: In his spare time, Lorne loves to travel around the world, taking in all of its historical and natural beauty. He is an expert in this field, as he is also a Licensed Tour Guide and holds a Master’s Degree in Israel Studies, both from Haifa University.
Trevor Courtney
Executive Vice President of Merger & Acquisitions
Trevor Courtney serves as Executive Vice President of Mergers & Acquisitions, leading FST’s strategic growth initiatives through thoughtful identification of strategic opportunities, disciplined evaluation and seamless integration execution. With over 10 years of experience in corporate development and large-scale transactions, Mr. Courtney oversees the full lifecycle of M&A activity, from early‑stage opportunity assessment to negotiation, due diligence and post‑close value creation. He holds a bachelor’s degree in economics from Arizona State University and brings a strong understanding of market trends, along with the ability to structure deals that support the company’s growth.
In this role, Mr. Courtney collaborates closely with executive leadership and cross‑functional teams to guide investments and partnerships that align with the organization’s long‑term vision. With a strong foundation in strategic thinking and operational excellence, Mr. Courtney plays a key role in shaping the company’s future and ensuring each transaction contributes to sustainable business growth. His forward‑thinking approach helps the company thrive in an evolving industry landscape.
Fun Fact: Outside of work, Trevor enjoys hiking with his family, practicing Brazilian Jiu-Jitsu and cooking.
Jennifer Sroczynski
Executive Vice President of Human Resources
Jennifer Sroczynski came to FST Technical Services with more than 20 years of experience in human resources, organizational development and strategic leadership. She oversees all facets of HR, including talent acquisition, organizational development, leadership development, total rewards, HR operations and employee experience. She is instrumental in driving initiatives that support FST’s commitment to fostering a diverse and inclusive workplace, enhancing employee engagement and aligning HR practices with the company’s strategic goals.
Mrs. Sroczynski holds a Master of Business Administration in Leadership Studies & Human Resources and has the following certifications: SHRM Senior Certified Professional, Senior Professional in Human Resources, LSS Greenbelt, ISO Standards and Mergers and Acquisitions. Her leadership will be a key asset in advancing FST’s mission and values.
Fun Fact: Mrs. Sroczynski danced in the halftime show at the Super Bowl at Ford Field in Detroit for Mic Jagger in 2006.
Jerry Lewandowski
Executive Vice President of Operations
Jerry Lewandowski is a veteran quality leader with deep expertise across the pharmaceutical, biotechnology and medical device industries. He is known for elevating quality systems, steering complex product development and manufacturing transfer initiatives and driving cross-functional alignment in high-stakes, regulated environments. Mr. Lewandowski has led quality, commissioning and qualification efforts for major programs ranging from new medical device launches to multi-site risk-based qualification frameworks under consent decree oversight. With a reputation for strategic clarity, technical rigor and steady leadership through organizational and regulatory challenges, he consistently delivers reliable, compliant and scalable solutions that strengthen operational performance and product integrity.
As EVP of Operations, Mr. Lewandowski leverages his deep technical expertise and proven leadership to guide strategic growth, elevate operational excellence and strengthen the company’s position within the highly complex and rapidly evolving life sciences landscape.
Fun Fact: When Mr. Lewandowski’s not focused on quality systems, you’ll find him surfcasting at sunrise – patience and precision apply in both.
Mervyn Wilson
Project Director for Regional Operations
Mervyn Wilson currently serves as Project Director for Regional Operations, having joined FST in December 2020. In this role, he is responsible for the successful delivery of the organization’s growth strategy, market expansion and strategic partnerships while ensuring customer satisfaction.
Mr. Wilson has over 25 years of experience in Ireland, North America and Singapore as a project management executive with a wide variety of construction project management experience in the infrastructural, semiconductor, electronics, pharmaceutical and chemical industries.
Responsible for the management of all project life cycles, procurement of contracts, contract administration, construction schedule/budget, safety management, quality assurance, quality control and compliance. Strong business acumen and experience in integrated project delivery to optimize project results, increase value to the owner and maximize efficiency through all phases of design, fabrication and construction, results measured against key performance indicators with proven success.
Fun Fact: Mr. Wilson is a huge motorsport fan and has always been fascinated by the strategy, teamwork and split-second decision-making that define success on the track. While visiting Montreal, he was fortunate to attend a Formula One race, which he describes as an incredible experience he won’t soon forget.
Jon Friedman, PE
Director of Regional Operations
Jonathan Friedman has over 20 years of industry experience commissioning and designing building systems. He has directed commissioning projects for pharmaceutical, higher-education, government, K-12, healthcare and commercial facilities. This includes managing and participating in design reviews, pre-functional and functional testing and post-occupancy consulting services. He has authored commissioning specifications, testing procedures, system operating manuals and energy savings reports.
Fun Fact: Mr. Friedman still plays organized baseball during the spring and summer in the Capital District Men’s Senior Baseball League (CDMSBL), competing in the 45+ division. He plays multiple positions, with catcher as his strongest, but also contributes as a pitcher, at third base and in the outfield.
A contact hitter by nature, Jon focuses on singles and extra‑base hits, though he does have one true home run over the fence. He’s also relatively fast, with several stolen bases each season—and has only been caught stealing once.
Michael Wisler, CxA
Executive Vice President of Integrated Services
Michael Wisler has over 30 years of professional experience, with over 15 years in pharmaceutical plant operations and consulting. His operational roles included leadership of manufacturing, engineering, environmental, health and safety (EH&S), maintenance, validation and supply chain management. Mr. Wisler was a member of the Senior Leadership Team at 2 FDA-licensed manufacturing facilities and is experienced in vaccine, liquid and solid dose drug manufacturing. One of his career highlights was leading the design and pre-construction efforts on a pandemic flu readiness facility. During his time in the consulting world, he has established numerous business standards, developed teams focused on providing support to the construction of facilities in the advanced technologies sectors (pharmaceutical, semiconductor, micro-electronics, aerospace and medical device) and led the training and education of staff.
Mr. Wisler currently serves as the Executive Vice President of Integrated Services, leading the strategy and seamless delivery of multidisciplinary service solutions across the organization. He embraces our ‘one-size fits one’ philosophy, where he advocates for a deeply personalized client experience, ensuring every solution is precisely aligned with the unique needs, challenges and goals of each client. With a strong commitment to innovation, collaboration and operational excellence, Mr. Wisler brings teams together to create integrated, client-specific pathways that drive measurable results.
Fun Fact: Mike received a college basketball scholarship from Drexel University and after he graduated, was a regular in pickup games with Cal Ripken Jr for several years.
Scott Lance
Director of Regional Operations
Scott Lance is a Regional Director with over 20 years of hands-on experience in project management and systems engineering, including 11 years of controls experience with Siemens. He has a proven ability to successfully organize critical business requirements and identify deficiencies. Mr. Lance is experienced with all aspects of building automation and controls systems, including conceptual design, engineering, installation, start-up, commissioning, O&Ms and customer training. Along with his expertise in laboratory, cleanroom and pollution abatement systems, Mr. Lance contributes to FST’s Healthcare Services group, where he supports commissioning efforts and delivers QA/QC services for healthcare clients.
Fun Fact: Mr. Lance is passionate about all kinds of mechanical and collectible hobbies. Want to get him talking? Ask him about K5 Blazers, Oldsmobiles, military Jeeps, Honda ATVs, or O‑gauge trains are all great places to start.
Dan Chavez
Director of Data Centers
Daniel Chavez is a professional electrical engineer with over 20 years of experience across a wide range of facility types, including data centers, mission-critical environments and higher education facilities. He specializes in electrical power systems and electrical contracting, bringing deep technical insight and hands-on field expertise to every project. Mr. Chavez rejoined FST Technical Services as the Director of Data Center Projects after previously contributing to the company’s success from 2016 to 2020. His diverse experience has broadened his perspective, especially in understanding clients’ infrastructure needs, coordination requirements and the demands of complex fit-out projects. Mr. Chavez has a fresh perspective and strong commitment to advancing our data center initiatives through effective collaboration and project leadership.
Fun Fact: Mr. Chavez is passionate about both golfing and hiking. He’s always happy to share trail suggestions or organize a weekend round of golf with colleagues.
Glenn Cattell
Director of Regional Operations
Glenn Cattell, Director of Regional Director, is a detail-oriented, licensed Master Electrician with over 30 years of experience in electrical construction, testing, maintenance, operation and with over 15 years of experience in commissioning and leading commissioning teams. Commissioning a variety of projects, including data centers, battery R&D and production facilities, hospitals, higher education, laboratories and industrial manufacturing facilities, provides a wide range of experience working with many systems. This provided the opportunity to gain a vast amount of experience with a variety of systems, including but not limited to low voltage through 230KV electrical distribution, HVAC, including air distribution, chilled water and heating hot water systems, steam systems, process and wastewater systems, plumbing, fire alarm and security systems.
Fun Fact: Mr. Cattell spends his downtime doing anything outdoors, but especially off-roading in the jeep and enduro motorcycle with family and friends.
Terry Pettek
Director of Regional Operations
Terry Pettek brings more than 30 years of experience to his role, supported by an associate’s degree in Welding Technology. He has a deep technical background in the fabrication and installation of pharmaceutical process systems, bioprocessing equipment and validated documentation requirements. Throughout his career, Mr. Pettek has developed a wide range of experience in pharmaceutical materials and welding inspections, fabrication surveillance, installation verification and ASME B31 code compliance, making him a trusted leader in highly regulated environments.
In his current role, Mr. Pettek oversees regional operations, ensuring that our strategic goals are met with excellence, efficiency and strong commitment to quality. He manages large-scale pharmaceutical projects, an electronic documentation system, materials and a welding verification system for technical operating procedure (TOP) compliance. With a proven track record in leadership and a deep understanding of market dynamics, Mr. Pettek implements new initiatives to optimize performance and expand our market presence.
Fun Fact: Mr. Pettek fosters animals for our local SPCA when the facility is overfull. He is an avid dog lover who loves to help animals in need.
Franklin Cedillo, BECxP, CxA
Engineering Manager
Franklin Cedillo has over 15 years of significant architectural and engineering experience. With a background in architecture and fenestration manufacturing, Mr. Cedillo brings a unique perspective to each project. He is well-versed in all phases of design from concept through construction. His experience managing construction projects from the contractor’s perspective adds to his ability to evaluate construction details and methods, providing valuable insights into envelope efficiency issues. Franklin recently received accreditations for Building Enclosure Commissioning Process Provider (BECxP) and Commissioning Authority + Building Enclosure (CxA+BE). He plans to use these certifications to reinforce our company’s core value of expertise to promote a culture of continuous learning with our clients and his team members. Franklin was also selected as a recipient of the 2022 Building Commissioning Association’s (BCxA) 20 Under 40 Program.
Fun Fact: In his free time, you can find Franklin at the golf course or adding to his TV show and movie repertoire.
